Open Letter
The Right Hon. Stephen Joseph Harper
Prime Minister
House of Commons
Ottawa, Ontario

Ottawa, May 2, 2009
Subject:
Prime Minister Stephen Harpers personal cover up decisions
concerning the "Political Justice Scandal"
and the "Airbus Affair"
Dear Prime Minister,
1 Your personal cover up decision concerning the Public Inquiry
On March 1, 2009 I have sent a letter to you. Subject:
"Second Report of Prof. David Johnston"
"Testimony before the Commons Ethics Committee"
"Time to stop the cover up concerning the Political Justice Scandal"
In my letter on page 2, I wrote: "Don't you think that it is time and in the interest of Canadians to fulfill your election promise to clean up Ottawa and also respond to the demand of The Right Hon. Brian Mulroney by granting a broad mandate for the Oliphant Commission, as recommended by the Ethics Committee?"
(letter attached, without 25 previous attachments)
On March 31, 2009 Mr. Yvan Roy, Deputy Secretary to the Cabinet sent a letter to me in which he wrote: "Thus, insofar as your letter concerns the scope of the Inquiry's mandate, it will be for the Commissioner to consider your submissions, observations and comments if and when they are made.
In view of these ongoing proceedings, please be advised that the Prime Minister has not reviewed your correspondence."
On April 27, 2009, before permitting some Airbus questions, Commissioner Judge Oliphant warned Counsel Mr. Wolson to confine his questions to Mr. Doucet's letters, saying: "It is most certainly not my intention to turn this inquiry into an investigation of Airbus."
It is obvious that Commissioner Oliphant intends to follow the mandate set out for the Commission in its Terms of Reference.
Dear Prime Minister, you know that the second report of Dr. David Johnston, concerning Airbus matters, is based on false testimony in front of the Ethics Committee and is simply wrong.
You are the only person who could correct or extend the mandate of the Public Inquiry. Since you did nothing I come to the conclusion that you are involved in a huge cover up.
What we learned from the Public Inquiry already? The top bureaucrats governed Canada, They didn't care about the Prime Minister, the Ministers, and Members of the Parliament and the people of Canada. They decided which company gets a sole sourced order from the Government and who is allowed to have a job.
Some top ignorant bureaucrats in Ottawa decided what equipment Canadian soldiers would get to protect their lives during their combat missions.
These bureaucrats are heavily involved in the manslaughter situation in Afghanistan and the death of Canadian soldiers and a lot of cripples.
To bring this situation to light for Canadians is already a huge success of the Oliphant Commission and for you, the Prime Minister of Canada, who made at least the Oliphant Commission happen and for me.
2 Your personal cover up decision concerning the prosecution of the Schreiber case under Canadian law in a Canadian Court.
On February 21, 2008 I have sent a letter to you. Subject:
"Political Justice Scandal"
The Honourable Robert Nicholson's, Minister of Justice and Attorney General of Canada, involvement in illegal Activities:
Attempt of kidnapping by the Department of Justice and the RCMP,
Misleading the court of Appeal of Ontario by the Department of Justice,
Misleading the House of Commons,
Misleading the Canadian Public,
Misleading the Standing Committee on Access to Information, Privacy and Ethics
Abuse of Public Office
Ignoring the Canadian Conflict of Interest Act
With this letter I informed you again about the circumstance and problems of my Extradition case and included the remaining main questions for your consideration
and personal involvement. (Copy of the letter attached.)
The main issue is: The judicial phase of the extradition process is a determination only that the evidence is sufficient to warrant that the person be extradited.
The ultimate decision with respect to whether the person will, in fact, be surrendered to the extradition partner is that of the Minister of Justice.
The Minister of Justice has to decide each case personally.
The Minister's surrender decision is of political nature.
It is a matter of fact that the Minister of Justice wants to surrender me to the German extradition partner for political reasons, although there is no obligation under the Extradition Treaty with Germany to extradite a Canadian national.
The German extradition partner will not expect that Canada will extradite its nationals to Germany, because Germany will never extradite its national.
You are the highest authority in the Canadian Government and superior to the Minister of Justice. You make the final decisions on matters of political nature.
Dear Prime Minister, can you please let me know what the political reason of the Canadian Government is to extradite a Canadian citizen and refuse to prosecute the Canadian citizen under Canadian Law in a Canadian Court, when the German Government is prosecuting its nationals in Germany under German Law in a German Court under the same Extradition Treaty?
Are you personally involved in this cover up to avoid that the truth about my case will come to light for Canadians?
At the moment no courts are involved in my extradition case and the Oliphant Commission has nothing to with it, only the Minister of Justice and you.
Can I expect an answer from you now?
Yours sincerely
Karlheinz Schreiber
